Join the ACA NSW/ACT Committee on Wednesday 10 August at 6pm for an online presentation about the NSW D&BP Act by Principal Building Inspector Jonathan Lynch and Senior Building Inspector and registered architect Charles Zhang from NSW Fair Trading.

The presentation will focus on the strategies, achievements and challenges in the first 12 months of implementing the Design and Building Practitioners Act and other reforms.

Our speakers will discuss how these reforms are improving the quality of construction of residential apartments through the Construct NSW strategy. They will provide findings and lessons learnt from the audit of registered design practitioners. 

Speakers
Jonathan Lynch, Principal Building Inspector – Building Professional Audits, NSW Fair Trading

Jonathan leads the team responsible for carry out the audits of registered design practitioners under the Design and Building Practitioners Act 2020.  The team has four senior building inspectors, two building inspectors an assistant building inspector.  The team's experience includes, class 2 architecture, product specifications, mechanical engineering, building surveying, structural engineering and building services engineering.

Jonathan has extensive experience as a government regulator in accreditation/registration of individuals and professional bodies and the development and approval of registration schemes.  This includes assessment of individual applications and assessment of schemes for registration in relation to building surveying, civil, structural, hydraulic, mechanical and electrical engineering, and fire protection professionals.

Jonathan's experience includes assessment of applications for accreditation of building products and assessment of schemes for accrediting building products. He has worked as acting manager of policy and senior investigator at the Building Professional Board and as a Building Code of Australia BCA advisory officer responsible for providing advice on behaf of the relevant NSW Government agency to the public and industry professionals on the interoretation and application of the BCA.

Charles Zhang, Senior Building Inspector – Building Professionals Audits, NSW Fair Trading

Charles is responsible for carrying out audits of registered design practitioner under the Design and Building Practitioners (DBP) Act 2020. He was also previously in the OC audits team, which is responsible for auditing building sites under the Residential apartment building (RAB) Act 2020.

Charles is also a registered architect for the past 9 years, with extensive skills encompassing construction process and detailing as well as project management throughout all phases of the construction process. As the architect, he has led teams of consultants to deliver residential dwellings and residential apartment building projects. His experience also includes extensive knowledge of local government planning requirements, State Environmental Planning Policies, DBP Act and RAB Acts.

With his experience from the audits and architectural processes, he has gained extensive knowledge on identification of defects and non-compliances to the BCA from building sites, documentation and drawings.

Learning Outcomes – After participating in the seminar attendees will better develop their knowledge of:

  • The Design and Building Practitioners Act 2020 (DBP) reforms and the six pillars of the Construct NSW strategy   
  • The stop work orders that can be issued for non-compliance with the DBP including non-compliant designs.
  • The appeals process under the Residential Apartment Buildings (Compliance and Enforcement)Act 2020 and under the DBP.
  • The DBP design audit process.
  • Non-compliances found with the design of waterproofing of expansion joints in podium slabs
  • Non-compliances found with the design of water stops between the shoring wall and capping beam
  • Non-compliances found with the design of passive fire safety
  • Non-compliances found with the design of building enclosure
  • Non-compliance found with design of falls to floor wastes and design of overflow for storm water drainage

The event will include time for Q&A.  CPD questions will be sent to attendees, and certficates of completion issued after the event and submission of answers.
