Collaborative housing - solving the housing problem together

About
Our housing problem has two sides - growing demand and supply that does not keep up with it. Governments at State and federal level are always working on adding more and more to the supply of housing but that seems to be inadequate in most areas of demand. What is collaborative housing and why could this be a solution? In many places around the world housing is considered a human right rather than an area of private investment to turn those with bigger bank accounts into landlords. People are able to join a cooperative which develops a suitable housing project, often with government support and the members than become residents in the new development. Could this model be used here?
An added benefit to this is further support for those living in cohousing - there is more social interaction, more mental health support, efficient sharing of resources. For older people access to potential personal care could mean avoiding the need to move to an aged care facility.
