Citizens have been sent to The Institution. In here, they struggle with their environment. Why have they been sent in here? Will they ever get the chance to leave The Institution? Is there anybody out there?
Only a phone connects the two worlds - in here and out there.
Citizens eventually gain empathy and trust within the company of one another. We all come to realise that citizens need a community to survive both in here and out there.
