Council is partnering with RSPCA Victoria to deliver a series of free community information sessions to support cat owners ahead of the implementation of Glen Eira’s night-time cat curfew (7.00 pm – 6.00 am).
RSPCA community information sessions are designed to support community through the implementation of the night-time cat curfew
The sessions are part of the RSPCA’s Rethink Roaming campaign and are intended to assist residents in understanding how to safely and practically transition their cats to a more contained lifestyle. The focus is on education, behaviour change and animal welfare, rather than enforcement.
Key messaging underpinning the sessions includes evidence that cats allowed to roam face increased risks, including higher rates of injury, disease, fighting and premature death. Research indicates roaming cats are up to three times more likely to die prematurely compared with cats kept safely at home. Containment is associated with improved health outcomes and longevity.
The sessions will provide practical guidance to help residents adapt positively, including advice on indoor enrichment and safe outdoor containment options. Information will also be provided on the broader benefits of cat containment for local wildlife protection, noting the impact that free-roaming cats can have on native species.

Topics covered in the sessions will include:
• Strategies for transitioning cats to indoor or on property containment
• Creating stimulating indoor environments through play, climbing and routine
• Safe outdoor containment options, including cat enclosures (“catios”)
• Planning and constructing cat enclosures, including design and safety considerations
• Supporting cats’ natural behaviours in a contained environment
• Animal welfare and environmental benefits associated with cat containment

These sessions form part of Council’s broader education and engagement approach to assist the community prior to and during the curfew transition.
